You do have to be willing to walk away. I asked for a raise - one that would still not take me up to market rate, but which would have been fair given constraints & other salaries in the agency. I was told no. I asked for an adjustment to my title, an expedited calendar for vesting fully in my retirement, extra vacation, a more flexible work schedule, or money for professional development, and was told no, no, no, no, and no. I explained that I was disappointed and would have to consider other options. I could tell my boss thought I was bluffing. I was not. I left, and the next job I got was for nearly double the salary. I'll never allow myself to be underpaid again.
